The Himachal Pradesh High Court has proposed that the state government require tourists to carry a garbage bag to manage their waste during visits. Justices Tarlok Singh Chauhan and Sushil Kukreja suggested that Himachal Pradesh adopt practices similar to those in Goa and Sikkim to foster sustainable tourism.
The court highlighted that in Sikkim, all tourist vehicles must have a large garbage bag, with tour operators, travel agencies, and drivers educating tourists on using it for waste collection and disposal. This initiative is designed to encourage community involvement in sustaining cleanliness at tourist sites, as stated in the court’s order dated July 19.
This order was issued in response to several petitions concerning environmental issues in Himachal Pradesh. The court also recommended the state government consider implementing solid waste management fees for tourists. The directives included waste audits for trekkers, establishing small dry waste storage facilities at checkpoints, and forming committees with representatives from panchayats, the Tourism Development Corporation, the Ecotourism Society, and NGOs.
Moreover, the court instructed the Himachal Pradesh government to organize training programs for panchayats and urban local bodies on waste segregation and material recovery, in partnership with relevant NGOs. These measures aim to ensure that user fees collected at checkpoints are managed transparently and utilized effectively for waste management and environmental conservation.
